Napoleon Espiritu II, MPP, is a seasoned professional with over 20 years of experience in the health sector. He holds a Bachelor of Arts degree in Public Administration from the University of the Philippines – Diliman and a Masters in Public Policy degree from the Lee Kuan Yew School of Public Policy, National University of Singapore, with a scholarship from Temasek Holdings of Singapore.
Mr. Espiritu has played a key role in enacting landmark legislations and contributing to the development of significant health policy frameworks during his tenure at the Department of Health (DOH). As an independent health policy development consultant, he has offered valuable technical assistance in health policy development, procurement, regulation, logistics management, and monitoring and evaluation. He also co-authored the book "Universal Health Care in the Philippines: from Policy to Practice," representing the apex of his career in the health sector.

Rhoda is a development practitioner with more than 25 years of experience in health systems, sector financing and policy reform. She served as Financial Sustainability Advisor of the Action for Health Initiatives/Health Equity Matters (formerly the Australian Federation of AIDS Organizations), and Health Systems Strengthening Advisor of the USAID-supported TB Innovations. She worked as senior economic development specialist at the National Economic and Development Authority, and joined the USAID/UP School of Economics Foundation’s Health Policy Development Program as project manager and consultant.
Her work in the project focused on the design, implementation and refinement of polices, programs and projects on reproductive health, local health systems, health financing and governance. Rhoda also worked with various national government agencies, research institutions, and development partners, such as the World Health Organization, United Nations Development Program, International Labor Organization, Asian Development Bank and USAID in the formulation of national strategic health plans, enhancement of the country’s social protection policy framework, development of the Philippine health financing strategy for the Universal Health Care, and the implementation and refinement of policies concerning health systems strengthening, reproductive health, TB and child labor prevention. She published/co-wrote a number of papers with the WHO, Asian Institute of Management, UPecon Foundation, Ateneo School of Government and select national government agencies on health reforms, financing, reproductive health and HIV. Rhoda majored in Economics and earned her Master of Public Policy in the University of the Philippines.

Donabelle P. de Guzman brings extensive expertise in health policy development and systems strengthening to the consulting firm. With a wealth of experience, she has worked on various initiatives, including managing the Health Policy Fellowship Program and providing technical assistance to the Department of Health for region-wide capacity building activities through her consultancy with USAID.
Donabelle's background includes contributing to significant health policy frameworks such as the Province-wide Investment Plan for Health and the Annual Operations Plan for Catanduanes and Compostela Valley. She has also played a pivotal role in health legislation as a Legislative Liaison Specialist to both Houses of Congress, facilitating the legislative process and coordination for the passage of health measures. Donabelle earned her MBA in Health from the Ateneo Graduate School of Business and participated in the International Training Course on Health System Development at Mahidol University in Thailand, showcasing her commitment to continuous learning and professional development.

Dr. Joyce Encluna has decades of expertise in the Philippine health system. She had an extensive experience in health insurance where she served as Chief Social Insurance Specialist in the Philippine Health Insurance Corporation/PhilHealth (a social health insurance institution) where she contributed in the development and designing of health insurance benefit packages, provider payment system, development of policies on accreditation of health care providers.
She had various consultancies in USAID-funded projects where she provided technical assistance in re-establishing Service Delivery Network in post-disaster area, developed costing methodology for Drug Sensitive-TB, supported the LGU in the implementation of Konsulta Package and conducted implementation research on Citywide TB Elimination Campaign.
She was hired as short-term technical consultant by the European Union-Philippine Health Sector Reform Contract (EU-PHSRC) to provide technical assistance to PhilHealth in Improving Systems/Strategies for the Coverage of the Uncovered Poor. Currently, she is a consultant in UNICEF and the World Bank

Annie Evangelista, MD is a seasoned professional in the health policy analysis and development field. She has experience in consultancy work with various donors and international agencies, including USAID (Philippines and Cambodia), GIZ (Philippines and Cambodia), UNICEF-PH, WHO (Geneva), Population Services International-Cambodia, Avenir Health, EPOS, GFA Consulting Group and Hivos.
She has 15 years of experience in developing quality standards in health services, accreditation, and benefits development from her work with the Philippine Health Insurance Corporation and the Ministry of Health in Cambodia. Annie is a valuable member of the consulting team, with expertise in health systems strengthening, capacity building, and quality assurance and accreditation.
Mary Ann A. Evangelista, MD

Consultant for Health Policy Development and Program Management particularly in the area of Reproductive Health/Family Planning.
A public health systems specialist with 20 years of experience in the field of the public health policy and program management. Knowledgeable about the Philippines' healthcare delivery system and a good background on policy development. With extensive experience in providing technical assistance to the department of Health in the field of Responsible Parenting/Reproductive and Reproductive Health, Gender-based violence (VAWC). Adept in the drafting of program policies and guidelines, protocols, standards, and development of strategic program planning processes using the results-based/logical/theories of change framework and the multi-year Costed Implementation Planning of health programs. Skillful in developing projects concepts and implementation strategies to demonstrate the feasibilities of program policies including community-based interventions.
She also had 25 years of experience in working for the urban poor communities (informal dwellers) in Tondo Manila under a ministry of a Faith-based Organization. Being a registered Social Worker, she is currently appointed as Administrator of Sigla Tala Center for street dwelling children and homeless families Dr. Ilagan has applied social worker skills in attending to abandoned, neglected children and homeless families in various settings (urban and rural poor). The Ministry has given her the opportunity to help address the mental health issues and concerns of vulnerable and marginalized families. Dr. Ilagan is a part-time Adjunct Faculty at the Asian Seminary of Christian Ministries under the master Course in Social Work in the past nine years covering the subjects on Human Behavior and Social Change; Social Welfare Policy Analysis and Evaluation; and Social Welfare Policy Analysis and Evaluation; and Social Welfare Policy Development and Administration.
Jocelyn I. Ilagan, MD, MSW, RSW

Dr. Aldaba is a seasoned health expert with over two decades of service in the Philippines. As a former local health officer and key leader in various health initiatives, he has significantly contributed to the country's health reforms. His expertise spans health systems strengthening, TB and primary care services, and health policy development.
He has held leadership roles in USAID projects, managing performance-based grants and providing technical support to provinces. He has also conducted operations research on expanding healthcare services. Currently, he is a faculty member at the Ateneo School of Government, teaching health financing, governance, and policy.
With a Master's in Public Policy from the Lee Kuan Yew School of Public Policy and Master of Public Health from the University of the Philippines, Dr. Aldaba is a highly qualified professional dedicated to improving the Philippine health system.
